Progress made from 2016 to 2022

‧Building partnership and establishing working group for FIP Stakeholder Meeting
‧Completion of the Pre-Assessment for Hsin-Kang mahi mahi fishery
‧Adoption of FIP Action Plan
‧Studies on stock structure and stock status for mahi mahi in the waters of Taiwan
‧The Hisn-Kang Mahi Mahi Fisheries Improvement Project 1st Steering Committee was
  held on 25 February 2016.
‧The Hisn-Kang Mahi Mahi Fisheries Improvement Project first membership meeting was
  held on 5th of August 2016, to promote the Manta Ray management measure and
  the mechanism of fishing logbook filling and reporting.
         
‧The 2nd Steering Committee held on 20th December 2016, adopted the roles and responsibilities of
  stakeholders, as well as the long and short term objectives, and the schedule of the educational seminar.
    
‧The 1st Steering Committee in 2017 was held on 30th March, in which agreed to expand the membership
  to another three fishermen associations, which also have the fishery of mahi mahi.
    
‧A Sea turtle identification and conservation workshop was held on 18 July 2017, in which mitigation measures and approaches to facilitate the recovery of incidental catch of sea turtle were introduced.
         
         
‧The 2nd Steering Committee in 2017 was held on 21st July. During the meeting, the latest progress of the FIP was introduced and the modification of terms of reference for Steering was proposed to facilitate the participation of new members. In addition, the tentative budget for 2018 was also discussed.
    
‧The 1st meeting of Steering Committee in 2018 was held on 18th January. During the meeting, the latest progress of the FIP was introduced and the terms of reference for Steering Committee was modified. In addition, the meeting also agreed with the implementation of Action Plan for 2018, including the continuous operation of fishing logbook filling and reporting, the educational seminar and the scheme of port inspection and reporting.
     
‧A shark identification and conservation workshop was held on 13 July 2018 in Hsin-Kang, Taitung, in which sharks identification, mitigation measures and approaches to release incidental catch of sharks unharmed were introduced.
   
 
‧The 2nd meeting of Steering Committee in 2018 was held on 31th July in Hsin-Kang, Taitung. During the meeting, the latest progress of the FIP was introduced and the committee also agreed on membership and contribution of participants, as well as implementation of Action Plan for 2018.
 
‧A shark and a sea turtle identification and conservation workshops were held on 15 August 2018 in Su-Ao, Yilan, in which sharks and sea turtles identification, mitigation measures and approaches to release incidental catch of sharks and sea turtles unharmed were introduced.
   
‧A shark and a sea turtle identification and conservation workshops were held on 7 September 2018 in Dong-Kang, Pingtung, in which sharks and sea turtles identification, mitigation measures and approaches to release incidental catch of sharks and sea turtles unharmed were introduced.
   
‧The 1st meeting of Steering Committee in 2019 was held on 2nd May in Su-Ao, Yilan. During the meeting, the current progress of the FIP was introduced and the committee also agreed the implementation of Action Plan for 2019, including the continuous operation of fishing logbook filling and reporting, the educational seminar of sea bird and the implementation of observer program etc.
 
‧A sea bird identification and conservation workshop was held on 14 August 2019 in Su-Ao, Yilan, in which sea birds identification, mitigation measures and approaches to release incidental catch of sea bird unharmed were introduced.
 
‧A sea bird identification and conservation workshop was held on 20 August 2019 in Hsin-Kang, Taitung, in which sea birds identification, mitigation measures and approaches to release incidental catch of sea bird unharmed were introduced.
 
‧A sea bird identification and conservation workshop was held on 30 August 2019 in Dong-Kang, Pingtung, in which sea birds identification, mitigation measures and approaches to release incidental catch of sea bird unharmed were introduced.
 
‧The 2nd meeting of Steering Committee in 2019 was held on 30th December. During the meeting, the latest progress of the FIP was introduced and the terms of reference for Steering Committee was modified. In addition, the meeting also agreed with the implementation of Action Plan for 2020, including the continuous operation of fishing logbook filling and reporting and the implementation of observer program etc.
 
‧The 1st meeting of Steering Committee in 2020 was held on 30th of June. During the meeting, the latest progress of the FIP was introduced. In response to the development of the social policy in FIP which led by the FisheryProgress, the Steering Committee discussed on asking all FIP vessels to apply for a IMO number.
 
‧The 2nd meeting of Steering Committee in 2020 was held on 25th of December. During the meeting, the latest progress of the FIP was introduced, and the scholar updated the results of the mahi mahi stock assessment for the Steering Committee. There was also discussion on modifying the FIP fishing logbook, and the progress of the Action Plan revision and the strategy in response to the social policy for FIP were updated for the Steering Committee.
 
‧The Steering Committee meeting of 2021 was postponed to 2 December due to the pandemic country-wide. The meeting adopted the following: to collect information according to the schedules required in the Human Rights and Social Responsibility Policy, Associations to assist field survey on the working environment onboard, crew members’ wage and benefit, and the format of catch data to record bycatch information.
 
‧The first Steering Committee meeting of 2022 was held on July 19 where a Self-discipline Convention and the content needed to undertake future scientific research were adopted. The Committee agreed to keep exchanging views on establishing grievance mechanism at the next meeting and in the meantime to arrange and to conduct the interviews obliged under the Human Rights and Social Responsibility Policy according to the schedules organized by the Committee.
 
‧The second Steering Committee meeting of 2022 was held on December 29 at Su-Ao Fishermen’s Association. It was adopted that an acrylic-made measurement tool would be manufactured and distributed to ensure the catch length stipulated in the Self-Discipline Convention would be followed. Also, the Steering Committee agreed to discuss grievance mechanism in more detail at its next meeting. In addition, the Fisheries Agency would compile all three fishermen’s association’s respective performance on fishing logbook submitted, landing declaration submitted and observer dispatched for the Committee’s consideration at its meeting in the future.
