Introduction of Action Plan for Hsin-Kang Mahi Mahi Fisheries Improvement Project

    The action plan is drawn up based on the result of pre-assessment to meet with the requirements for Hsin-Kang mahi mahi fisheries improvement. In accordance with the pre-assessment report, there are five major issues to be improved in the Hsin-Kang mahi mahi fishery, including: 1. To improve data collection; 2. To establish harvest control rules and tools; 3. To develop management strategies for primary species, secondary species, ETP species and ecosystem; 4. To clearly define the roles and responsibilities of stakeholders, the management objectives of the fishery; and 5. To clearly define the management policy, objectives and the decision-making process.

  

    In order to rectify the above shortcomings, the action plan is planned to take the following actions before 2020, which include: 1. Development and collection of fisheries data; 2. Establishment of data collection procedure and database; 3. To clearly define the roles and responsibilities of stakeholders; 4. Establishment of clear long-term and short-term objectives; 5. Stock assessment; 6. Propaganda seminars on sea turtles, seabirds and sharks; 7. Establishment of port inspection and reporting mechanism; 8. Development and implementation of conservation measures; 9. Development and implementation of harvest control rules; 10. Establishment and implementation of observer program; 11. Establishment of management strategy; and 12. Establishment and implementation of external audit mechanism.
