The Hsin-Kang Mahi Mahi FIP is initiated by the Hsin-Kang Fishermen Association, who consigned the Overseas Fisheries Development Council as the coordinator. The OFDC is a non-governmental and non-profit organization, which was established with contributions from both public and private sectors.
