●Progress made in 2020 to 2022
●The TTA and the OFDC signed Pacific Albacore Longline Fishery Improvement Project Agreement on 16th September 2020.
●The first meeting of the Pacific Albacore FIP Commission was convened on 12th October 2020. It was agreed to establish “Reduce Incidental Catch Working Group” and “Social Responsibility Working Group,” and to invite scholars, experts and concerned NGOs to join the working groups for discussion and recommendation. The TTA would assist in designing fishing vessel operation-related questionnaire. The questionnaire would then be distributed to the fishing vessel owners, and the results would be compiled by the TTA and the OFDC.
●The meetings of the Social Responsibility Working Group were held 5 times respectively on 5th November, 26th November and 17th December in 2020, 21st January and 7th May in 2021. Working hours, identifications retention and contracts were discussed during the meetings. The outcomes of the meetings included: 2 versions of working hour timesheet which would be translated into languages familiar to the crew members were adopted and such multi-language working hour timesheets would be distributed onboard, appoint expert to revise the labor contract applicable to the foreign crew members recruited abroad.
●The second meeting of the Pacific Albacore FIP Commission was convened on 9th July 2021. During the meeting, finalized participant list, needs assessment drawn by the OFDC, scoping document and Work Plan were adopted and the revised labor contract would be forwarded to the Fisheries Agency for future reference.
●Relevant information was submitted to FisheryProgress website for assessment on 12th July 2021.
●The Pacific Ocean albacore tuna - longline (Taiwan Tuna Association) FIP is published on FisheryProgress on 21th September 2021.
●The 6th meeting of the Social Responsibility Working Group was held on 8th October. During meeting, the human rights and social responsibility policy of FisheryProgress was introduced to the members.
●To track the development of the harvest strategy on WCPFC south Pacific albacore, the OFDC appointed staff members to participate in the meetings of WCPFC South Pacific Albacore Roadmap Intersessional Working Group on 25 June 2021. The results of the above-mentioned meeting were also shared with stakeholders on 16 March 2022.
●To improve the capability of filling in the logbook, the skipper training was held on 13 April 2022 at Kaohsiung.
